What are Runoff Elections?

A runoff election is a second election that occurs if both candidates in the first election do not reach the required number or percentage of votes (more than 50%) to win the election. Runoff elections can happen in both primary and general elections.

Two Round Voting

A way in which a candidate becomes elected for a position occurs through voting. Two-round voting also refers to the Two Round System, voting occurs in two rounds. The first round of voting determines whether a candidate is qualified to advance to the second round of elections. Voters can choose among various candidates during the first round of votes. The second round of votes occurs between the top two candidates from the first round of voting excluding the other candidates. This allows for one candidate to achieve the majority of votes.

Past Runoff Elections

The latest run-off election occurred in Georgia in 2022 during the midterm election between Senator Raphael Warnock and Herschel Walker. Neither of these candidates received a lead consisting of 50% of statewide votes in the general election. Eventually, Democratic Senator Raphael Warnock defeated Republican Herschel Walker giving the Democratic party the majority in the senate.

Advantages & Disadvantages

To ensure the winning candidate has majority support from the country or state, runoff elections may occur, allowing voters to re-evaluate their choices and become more informed about candidates leading to a more reflective choice behind their vote. Runoff elections can also increase engagement among voters and the interest of the public especially during a tight election.

A second round of voting may ensure voters to re-evaluate their choices, but it also requires additional resources including funds, more polling stations, and a recount of votes which may pose a burden financially to election authorities. Another reason may be that the process of having multiple rounds of voting may confuse some voters, particularly those who do not understand the process of runoff elections.

Political Strategy

Initially running for campaigns, candidates aim define their “why” being the main question voters would ask a candidate, why are you as a candidate running for office? That purpose is a strong answer that voters may or may not be attracted to. Determining your target voters which may include voters in your district or voters in swing states. Lastly, a communication and organization plan how much money will be spent in creating this plan to attract voters?

At the start of runoff elections, political campaign will need to occur potentially to ensure victory in a runoff election. Candidates may have to shift their focus by broadening their appeal and adjusting their messages to apply to a broader audience. Securing endorsements during this period to help sway their support is also a way to bring more awareness to the public. Running members may also try to refine their message by addressing criticism and potential backlash from past elections.
